Basic Qualifications
- Bachelor's Degree or equivalent relevant work experience.
- At least 8 years of Project/program management work experience
- Receipt of the appropriate government security clearance card applicable for your position
- Due to the client contract you will be assigned, this position requires you to be a U.S. citizen
- At least 6 years of Federal government project/program management work experience
- At least 4 years of People management work experience
- Project Management Professional (PMI) certification preferred
- Plans and directs work of individuals on cross-functional teams
- Manage program finances with little guidance from direct leader and identifies areas for improvement in program finances
- Assess, manage and reports on program risks, looking for opportunities in addition to potential problems
- Create estimates and detailed plans for all phases of the program
- Create Statements of Work for vendors
- Support business development and sales activities
- Ensure work products meet and occasionally exceed quality requirements as expressed in written form as well as in accordance with client's stated expectations
- Monitor and control work, taking corrective action based on variations and puts mechanisms in place to minimize chance of same kind of variation in the future
- Client relies on PM and often asks for suggestions related to the program
- Understand how related programs in client environment influence one another
- Provide ideas for improvement to direct leader, account leadership and client
- Can comfortably discuss the domain in which the program is operating and is beginning to have specialized knowledge in some areas
- Mentor less experienced team members
- Deliver program reviews with some input from direct leader
- Interview candidate PMs for organization
- Identify team members with performance issues, coaches them to improve performance, develops and administers formal improvement plans as needed
- Prepare and deliver performance reviews for team members
- Exercise hire/fire authority
- Provide insights and options while expressing plans and status through written and oral means
- Create and deliver presentations with little guidance from direct leader
- Help team members clearly understand how their tasks support the program's objectives while ensuring tasks are being completed
- Express how the program's goals align to organizational objectives and other programs in the client's environment as well as the company's portfolio
- Previous Federal Contracting experience
- Project Management Professional (PMP) certification
- Demonstrated experience leading teams of ten or more people on software development and general Information Technology projects
- Demonstrated hands-on experience leading Agile programs
- Demonstrated ability to create detailed estimates and plans
- Demonstrated experience managing program budgets including P&L
- Demonstrated experience managing and dealing with risk
- Able to define, implement and use program metrics for scope, schedule, cost, quality and general decision making
- Able to use program management tools such as JIRA, MS Project, SharePoint, as well as build and use analytical models (e.g., capacity planning, trending, etc.) in Excel or other tools
- Demonstrated experience related to personnel management including performance reviews, interviewing, mentoring, etc.
- Demonstrated experience managing 3rd party vendors
- Demonstrated experience supporting business development and sales activities
- Demonstrated interpersonal skills including team building, coaching and client relationship skills
- This position may support a government contract and have access to classified or government protected information for which US citizenship is required
- Experience with the Department of Veteran’s Affairs
- Familiarity with servant leader philosophy
- Willing to travel up to 20% as needed
